Before NYSIF can reopen, a comprehensive plan must be put in place and approved for each of its locations. The plan must include pre-opening, social distancing including cubicles, plans for entry and egress, possible staggered shifts, a disinfection plan, a testing plan for employees and a plan for those employees who may be exposed. NYSIF also has to look at those employees at a higher risk of possible infection. Until this plan is developed, they cannot reopen.


SWLM agendas and approved minutes are posted on www.pefdiv240.org under Statewide Labor Management minutes.   As of July 2019, they are also posted on the NYSIF Intranet (along with the SW Health and Safety minutes).


At the SWLM meeting held 4/30/20, Telecommuting and Reintgration were main concerns.  Another SWLM meeting is scheduled for 5/28/20.  The following are notes of things mentioned:

-Health and Safety is the priority of management. 

-NYSIF does not want people in the office at this time.

-Discussed how to keep people 6 feet away 

-How to dispense masks

 -What the first walk in would be like

-Elevator buttons limiting folks in the elevator, or having one person operate the elevator.

-Sanitizer wipes to grab at the door 

-Wrapping doorhandles

-Touchless features in the bathroom

-Auto door opener’s 

-Using new technology for distancing 

-Talking to experts in the industry

-Will we reintegrate regionally? 

-Will state offices mirror private industry? 

-25% of staff? 50% of staff? 

-One thing Management is prepared to deal with is the social distancing. Every employee will be 6 feet away from each other. 

-Masks will be provided. 

-Many questions unanswered. 

-Touchless restrooms? Breakrooms, conference rooms. 

-There are a myriad of concerns and no concrete answers at the moment. 

-NYSIF is reaching out to experts in the field. 

-There will be a suggestion box. 

-PPE has been ordered. 

-PEF will be consulted as the agency moves forward. 

-What type of masks? Daily use? Unsure as yet. 

-PEF proposes that if telecommuting is allowed to continue, those who don’t want to come to the office be allowed to stay home, those who want to come to the office, let them. The telecommuting agreement currently expires on 5/14/20, that is going to have to be edited.


Today at NYSIF’s Executive Town Hall meeting with Mr. Madoff and Ms. Stark, the following notes were taken:  

– Employee safety a priority

-1000 Covid 19 claims received at various stages, some just incidents, unsure how many will be claims.

-95% initial payments made.

-RTW will not be rushed, no need to due to telecommuting

-Want to be confident employees are safe

-RTW could be staggered by regions, starting with those that meet Governor’s Covid 19 criteria, right now appears to be Rochester, Syracuse, Binghamton.

-When RTW consider:

-Social distancing

-Elevators, restrooms, stairwells

-Enhanced cleaning

-Safe transportation

-Medical conditions of employees at heightened risk or with young children not in school

-Just because we’re essential and will be allowed to open at some point,  there is no need to rush back to the office. 

-? Temps at door:  Will follow DOH recommendations.  Will request employees take their temps before coming to work.  Buy a thermometer.

-See us wearing masks while walking around the office but not at desks as NYSIF to have people spaced 6′ apart 

-If unable to space people, send a portion of the office back to rotate in the office one week, telecommute the next week.

-RE: continuing telecommuting, will first consider: Higher risk people or those with high risk family members, those with kids not in school.

-No specific plan yet for any office but will include those factors, Governor says to keep vulnerable people safe.

-Considering Other tenants in buildings, work with landlords

-Touchfree features in restrooms

-Restrictions in lunchroom or possible closing of or fewer chairs, 

-Elevator safety, elevator finger tabs, limiting people in elevator, 

-Public transportation safety, 

-Thorough cleaning of offices, unclutter desks, 

-Clean state vehicles after each use. 

-Do not have to be physically doing Audits, no rush to get out into the field, if and when, NYSIF will provide PPE; gloves/masks/hand sanitizer but no N95 masks, those are for healthcare workers.

-If there is a positive COVID19 in your office, NYSIF will be guided by DOH.  Presently that means testing for people who’ve been in contact with that person, self quarantine, tracing, testing, cleaning.

-RE: videoconferencing, some say uncomfortable with it, privacy issues.  Cybersecurity is very secure with MSTeams, you can change your background behind you in MSTeams to display a difference scene, if you’re not in the mood or grumpy, ok not to use camera, but encourage using video.
